How do you set enemies in team death match when the game doesn't

I just ordered call of duty black ops and when I try to play team death match me and my friends are the only ones on the map it doesn't give the option to pick how many enemies you have

You have to go into combat training for that. There will be an option on to how many bots you can have on each team within the amount you can have.
