If you are just starting the mission you should have a temperature meter on the right hand side of the screen which you follow to the coldest area.
He is in the Police department which you will find near the sea on the right hand side of the map, if you havent been to him before you have to find your way around to him.. I did it ages ago so I can't remember fully but it isn't too hard just keep looking around.
