You need to use your bat claw to pull the wooden raft toward you. Jump on and use the big metal rings to pull yourself around the water. To the left and right of the rooms are doors, Mr. Freeze is through one of them. The Penguin is in the center door; you'll need to use the raft again. Use the tool from Freeze's suit when your close to Penguin.

The raft is in the central room with frozen-over water.

There are two rafts.. one to the left of the ice path, one to the right. Walk crouched on the ice, and look for them. They are square floating platforms made of what looks like logs strapped together with metal, and have a metal hoop in the middle of each edge. use the hoops to drag the rafts closer.

One of the rafts is hanging from the ceiling, use the batter and to cut it down. Next you pull it towards you with the bat claw and jump on. Use the bat claw on the rings to pull yourself around
