On level two!. I a on level two and I can not find the 16 thing..

There is a house that you can enter over there is one yoi can pick up and one you need to interact with the green robot.

On the map you see the red line marked as a door entrance

First, it helps if you get unlimited health:Pause the game and enter the following code to unlock the corresponding effect

Unlimited Health:
Up, Right, Down, Up, Left, Down, Right, Left

Then, all you have to do is when one of the eyes open, keep shooting it until it turns red.

How do you get the gold scrap in the Rivet Town Hall without being blown away by the fans?

To stop the fans blowing you away you go up to the silver circle thats beside them and walk up to it. A symbol should appear above your head an when that comes up you hold down the triangle button. Hold it down until it stops you and the fans will turn off. I got stuck on that too but I just miss read the instruction.
