Question for The Urbz : Sims in the City

I have a problem with the cheat for max mental the cheat I found on the internet doesn't work and I don't know if it's the right code? The code I have is L + B + A + BLACK + DOWN. Also where does toots hang around so I can get the mission of them to complete the game. Any help would be much apriciated. Thanks Dawn

Toots hangs around at Skyline Beach. You can use the UNLOCK ALL DISTRICTS cheat or if you have it already you don't need to type in the cheat. Good luck beating the game!

I don't think there is a mental cheat. I just had to keep using the machine, which was a pain.
