Improve your driving skill, learn the area a little bit, and get a fast car that you know how to control. Then you'll be alright. It's an easy race.

Yes use the cars can fly cheat (X, Down, White, Up, L Trigger, B, Up, A, Left) and drive REALLY slow. The other racers will start flying and lose control, allowing you to proceed through each checkpoint without competition.

No. There are no cheats that will help you win a race. The only thing you can do is practice. If you're really having trouble, place satchel charges along the road and blow up your competition as they pass. If you manage to destroy all other cars, you can coast to the finish line.
