In the level GRAVEMIND (the one when you're master-cheif in the covenant holy city HIGH CHARITY) you come up agains the flood and covenant so the best two possible wepons are brute shot and shotgun (which you will find both later on) the shotgun can kill a flood straight away and burst a revived flood so they won't get up again (the shotgun gets weaker the further away you aim so for maximum power which could burst a fresh flood use it when up close and personal) and brute shot is explosive and can kill lots of enimies at once it also has the best melee attack which could burst open flood.
