This will reveal a hidden ladder, make sure you have the bathtub key and a space in your inventory and then go down the ladder. Down the ladder are some boxes, push them into the water to make a bridge. Go across the bridge and through the door. IMPORTANT-Do NOT go left, the shark will kill you instantly. Turn right and run through the water until you see 2 doors, head towards the left hand door. The shark will be right behind you so don't waste time. In this room is a switch which drains the water(leaving the sharks high and dry, and easy to kill). Switch the flashing switch to open the door next door. Inside this room is some ammo for your shotgun and Beretta and the `003` key. Take this key back to the `003` and open it. Ok, I just started playing that game but I know what you are talking about. Picking up the key sets off the booby trap so you need to find the fake key to swap it with in order not to spring the trap. You obtain it by finding the dog whistle and using it on the east balcony. One of the dogs that comes when you call will be wearing a shiny collar. Killing the dogs will drop the collar. Examine it and it'll ask you to push the button on it. This small coin-ish thing comes out. Examine it and it'll reveal that it turns into a key but states that it lacks the proper details to be a real one. Use that to swap with the key in the armor room.

Go to the room where you killed Neptune(at the higher level) and look around for a room that has this weird thing with tentacles hanging from it and use it under it. It should work.
