You obtain the bomb bag when you reach the Earth Temple a Mogoma will ask you to retrive a bomb bag for him, so crawl under the fence on the left and pick up a bomb and roll it through a hole it will give you acess to the bomb bag. Bring it back to the Mogoma and he will let you keep the bag. You can also buy larger upgrades for the bomb bag in shops.

I thought you obtain it by the mogma asking you to get it for him and then u fight 2 of those lizard things a nd then when your done beating them a chast appears and the bomb bag is in the chest?

you get the bobmb bag when you enter the earth temple and a mogma will apear and ask you to get his bomb bag then roll it under the door for him and when you get out he will give it to you

You have to help a Mogma in the Earth Temple get the bag back, and fight 2 Lizalfos(is it me or did they get harder with the gauntlet?) in order to get it. He is so grateful, he let's you keep the bag.
