Sorry, you can't. You can only see him in the background of the Green Hill Zone stage and get his trophy.

Yeah. You cannot get tails. Only trophy, and see him in the background of a stage. Sorry.

if u get all the players (mildly hard took a wiel to get wolf) you unlock allstar mode where u fight every character.
