I have a "vital lever," and it won't allow me to use this on the fork lift in the foyer to get to the second story. Is there a specific place or am I trying with the wrong piece of equipment?

That lever will help you gain access to the windmill. You'll find another lever later in the game from a hidden object scene that goes to the forklift in the foyer.
