Question for Mystery Case Files: The Malgrave Incident

How do I get over the bridge? I used the pitchfork but there is stuff blocking it from going down. It say more water will wash it away but I don't know what how to do that? And what is the deal with the dialess sundial?

In the area where the stores are, there is a statue with no head on it. There is a dust vacuum there, put in your dust and solve the puzzle, it will open up an entrance to a water plant, get the valve wheel and flood the river, when you get back to the bridge, it will be clear.

When you have collected enough dust and put it into the plaza machine it will lift up and there is a underground water system. You need to turn a wheel and it will wash the debris away. After that go to the spillway and you will find a piece of the dust machine you need to assemble.

You have to go down into the sewer like area and turn on the water which pushes all the debris out of the way.
