cheater ghost ?

In mario kart channel I raced a ghost once in n64 bowser's castle who does'nt move until I'm halfway to the 1st lap and it stopped right at the finish line where I past it for laps 2 and 3, as I was approaching the finish line to end the race it seems to move a little and to my surprise, I was declared the loser of the race, how so ? Is there a cheater ghost ?

Yeah, it's probably the ghost of someone who used a cheat or glitch to finish the race in 1st originally. There are a few of them going around, to my knowledge.
