When you go to time trials the staff ghosts are the people you can race, you don't have to unlock them.

An expert ghost staff is a higher level than the normal ghost staff, that you would normally verse in time trials. To unlock these particular ghost staff, you must beat the regular ghost staff by a certain amount of time, which depends on the course. You can tell whether or not you have unlocked one, by looking at the bottom of the screen at the end of a time trial. If you unlock certain amounts of expert ghost staff, you can also unlock characters.
