When you reach Oppai Rank 120 with a character go to the Communication Room and select a character. Then hold Square and enter Up(2), Down(2), Right(2), Left(2), Up, Right, Down, Left, Up on the Directional Pad. If you have entered the code correctly you will hear a confirmation voice and Mero-Mero mode will be unlocked.
