Solution:

Once you have completed puzzle #11 'Fixing the Statue' you simply need to bring the yellow, blue, and red glasses to the statues.

You don't "simply" bring the glass over, many people are stuck here. Some guides say you need a master builder, others say even a chief is required. I was stuck having a master builder but no chief (anymore). In the end I managed to do it with just a master builder after upgrading building technology to lvl 3
