What would be the best move set for my Croconaw?

At the moment I have: Water Gun, Slash, Scratch, Bite.
(When it is a water dungeon I replace Scratch with Dive)


I have access to ALL the TM's and HM's, so I can use any move.

-Should I maybe replace Scratch with Surf?
-Should I replace Water Gun with Waterfall?
-Should I replace Slash with Facade?
...I don't know

What would be the best moves for my Cyndaquil ?

My current set-up is: Swift, Flame Wheel, Smokescreen, Quick Attack.


Here's what I'm thinking...

1. Get rid of Smokescreen

2. Maybe replace Swift with Facade

3. Replace Quick Attack with Dig?

4. I want Flamethrower, but I don't know if I should replace Flame Wheel with it. Maybe I could replace something else so I have 2 fire and 2 normal attacks.


Notes:
-I can get every TM, so ANYTHING is acceptable.
-Is it possible to have doubles? (Ex: Flamethrower twice)

How do I catch Articuno?

Whenever I go to the top of Mt. Freeze it says: "No one is here, I should probably turn back."

I have already caught Zapdos and Moltres, and I didn't have this problem before.

Why is Articuno not there?
