it's basically random... i got his scroll using Ten-ten while taking Mission Rank A: Stop the 5th Hokage.. im not saying that you have to do the same thing as what i did.. im just saying that you can get Character Scrolls using any of the characters... but i just noticed that some of the time, whoever character is used to take any of the Missions or Scenario Modes most of the scrolls that you can get is the character (himself/herself)who's taking it...
