From ceaphalos/drome (the fins in the desert) use sonic bombs(gunpowder&screamer) to get them out of the grund or a well timed hit

You get them by killing those sand shark things (I forget the name, been a long time since I last played) that swim in the desert.

Piscine Livers are found after killing Cephalos in the two large reigons of the desert. However, they are automatically sold at the conclusion of the quest. Special mushrooms also do this.
