Can someone tell me what quest I need done to rank up to hr 4 and tell me what type of armor me and my lil bro should use? Thanks in advance.

You have to complete so many of the lvl 3 quests(almost all of them) check urgent quests often and sooner or later you will see the quest to kill a rathalos.Not sure what kind of armor to go with I guess it depends on your play style,but Kut-Ku armour is pretty tough and fire resistant.
