Could it snow in Grand Theft Auto Liberty City Stories if it could what level you have to be in order to snow

No you can't make it snow. You can only see LC with snow in a mission on GTA San Andreas.
I have played the game a hundred times. I have completed it the same amount of times. I have had the game for five or so years. And never in that time did it snow. Imagine my surprise the other night when it started snowing! And I'm not lying. It went really foggy and I didn't think anything different. And then, all of a sudden, it started snowing! It snowed for about five minutes and I recorded a few seconds of it on my phone and I'm going to put it on YouTube as soon as possible. I'm not joking, it snowed!
