But how do you get super saiyen 4 with goku and vegeta?
You are probaly are going to say you can't but you can my friend has it and he even showed me and let me play but he wont tell me how.

Well I thing that I got him by completeing the story mode and then I went back and did all of the battles like wen you have to choose to go path a or path b.
