To obtain the sunglasses which enable first person view you have to first start a game in New Game Plus and play through until you get to where you originally obtained the Fez. Then at this point click the Left Analogue-Stick to switch to first person view. Check out the video below to see how it is done.
When you have collected ALL 64 Cubes you need to go through the Star Gate again in the 32 Cube room so that you get the alternate ending. Then after the credits have finished select the 'New Game Plus' option at the 'Main' menu and play through the game until you reach the point where you originally obtained the Fez and sunglasses. At this point you will now get a pair of red and blue 3D glasses instead which enable Steroscopic mode. If you want to disable Steroscopic mode go to the 'Settings' menu.
New Game Plus mode will become unlocked when you successfully complete the game. In New Game Plus mode there is a first-person perspective feature that allows the player to revisit areas to collect 'anti-cubes' from harder puzzles. The second half of the game is more challenging and focuses on code cracking.
You will unlock this feature if you press Up(3), Up + X during gameplay in New Game Plus.
