Pokemon Bank was created in order to be able to transfer Pokemon across games with only one system, a novelty which few Pokemon Generations have had. It succeeds in that, at least, managing compatibility between Black, White, Black 2, White 2, X, Y, Omega Ruby, and Alpha Sapphire - but there are many flaws. The software uses cloud storage, and has been hacked before, leading to many lost Pokemon. And the worst of it all? It requires payment. Yes, you must pay a yearly fee in order to use it - and if you don't, then all Pokemon in your banks at the time of subscription end will be lost. Deleted, without a trace, as if they never existed. There are many free alternatives, even a Homebrew application that does Pokemon Bank's job and more, so unless you want to be in danger of forgetting to renew your subscription and thus losing anything in storage, I'd advise against getting Pokemon Bank.
