How to EASILY get 2040 - 2400+ "!"s as Law
For those of you having trouble obtaining 2040 - 2400 "!"s as Law, here's an Easy solution I found:
First, Clear Chapter 3, Episode 1: The City of Water. Water 7 in Legend Log, which will then make that stage available in Free Log.
Next, Play The City of Water, Water 7 in Free Log as Law.
When equipping Skills make sure Law has the Battlefield Charisma Skill Equipped to make filling up your Kizuna Gauge a lot easier(You can obtain this Skill From Ace once you've collected 360 "!'s in a Single Battle as Ace)
Next, make sure Nami is your Kizuna Rush Partner. Just scroll through your Kizuna Rush Partner List with Up and Down Arrow Keys until you find her Icon.
Once the First Wave of Enemies Appear, Fill up the Kizuna Gauge to at least Level 2.
Then, use Law's Square Combo(aka: Square Button 5 times), then when you call in Nami with the 6th Square Button, she'll use her Cyclone Tempo, which summons a Whirlwind that sucks in and Damages all Enemies caught in the Vortex.
Then, once your Kizuna Rush Gauge is Full, press R2 to activate Kizuna Rush.
Continue with the same Combo until the Kizuna Rush Gauge is almost depleted.
When the Kizuna Rush Gauge gets low, press R2 again to turn off Kizuna Rush, and your Kizuna Gauge will reset to Level 2.
NOTE: DON'T let your Kizuna Rush Gauge completely drain, or else it's reset to Level 1.
Repeat this Process throughout the whole Mission, and you should earn close to 2700+ "!'s by the end of the Mission.
Also, there are 2 Fields that Re-spawn Enemies, which makes "!" Grinding a lot Easier, so be sure to Battle in those Fields as well.
Just keep an Eye on your Crew's Health, to make sure none of them flee, or else you'll loose the Battle.
The Game will let you know when one of your Teammates are about to be defeated, by the "About To Flee" Alert on the Map.
When you see this, stop what you're doing, and rush over to save them, by simply walking into the Green Ring your Teammate emits to restore their Health.
