You have to buy the WWE Attitude Belt from the WWE Shop in the game. When you have bought it I believe Stone Cold Steve Austin starts off with the belt.
First you need to complete hall of fame mode then you can buy it from the store and when you buy it stone cold steve austin is the current attitude champion
