Find someone that is asleep. (Best bet are beggars) and press x
Simple as that.

You sneak up to someone while there sleeping and it will give you the option to bite or talk

Sneak up on someone who is asleep and it give you the option 2 talk or bite
You can bite them more than once
It is also a criminal offence in the game
