  a. Police Vehicles

CIVIC CRUISER:
Heat level unlocked: 1
Bounty for Destruction: 250
Observations: Looks like a normal police car. I can't get a make or model of
it, but you can outrun it on the highway with a car that can do 180.

CIVIC UNDERCOVER CRUISER:
Heat Level Unlocked: 2
Bounty for Destruction: 500
Observations: Basically the same as above, except it has no paint on it, making
it look like a regular civilian car from a distance, which helps the cops find
you in cooldown mode.

STATE PURSUIT VEHICLE:
Heat Level Unlocked: 3
Bounty for Destruction: 2,500
Observations: This one's a Pontiac GTO. It's very hard to outrun this one on
the highway, and these are heavier, too.

STATE UNDERCOVER VEHICLE:
Heat Level Unlocked: 4
Bounty for Destruction: 5,000
Observations: Same as above, except there is no white paint on it, making it
look like a civilian car from a distance.

FEDERAL POLICE VEHICLE:
Heat Level Unlocked: 5
Bounty for Destruction: 20,000
Observations: It's a Corvette C6. No chance of outrunning this on the highway,
and Sergeant Cross drives with 'em, so it's pretty hard to avoid them. These
actually make it easy to break through roadblocks, if the 'Vettes make them.

FEDERAL UNDERCOVER VEHICLE:
Heat Level Unlocked: 6
Bounty for Destruction: 25,000
Observations: Hot damn. If you come across one of these, you are winning the
game. They have the same performance as the Fed. Police vehicle.

CROSS:
Heat Level Unlocked: 5
Bounty for Destruction: 200,000
Observations: The most skilled driver of the force. He's in a black 'vette.
He is very strategic, and is very hard to take down. Even if you do, he still
directs what's going on. If you do kill him... Well, the bounty milestone
shouldn't be so hard anymore. And you can say to your friends; LoL I PwNeD
CrOsS I WiN At LiFe OmG WtF!!!111!!1!1!!Shift+1!!!

SUV LIGHT:
Heat Level Unlocked: 3
Bounty for Destruction: 10,000
Observations: Only used in Heat level 3. These function mostly as Rhinos
(You'll learn about these later in the section) and roadblocking tools. The
only way you can get these to chase after you is when no other cop is chasing
you. Then the SUV Light(s) will follow you until another cop arrives.

SUV HEAVY:
Heat Level Unlocked: 4
Bounty for Destruction: 15,000
Observations: Basically the same as above, but these are heavier. Which means
it's harder to break through roadblocks, harder to endure a rhino hit, etc.
Also, in later heat levels, these will chase after you for longer periods of
time.

TURBOCHARGED SUV:
Heat Level Unlocked: 7
Bounty for destruction: 75,000 (Thanks King_Brandon)
Observations: The worst of the worst. Faster than Corvette C6's. Heavier than
Corvette C6's. Always on your ass. Better watch it, these things are merciless.

HELICOPTER: 
Heat Level Unlocked: 4
Bounty for Destruction: N/A
Observations: Indestructible. The only way you get rid of these is hiding
inside a tunnel so they can't see you, or getting near a tower or something
and damaging them. They can also run out of fuel. These do get more, "involved" 
with the pursuit in later levels. How, you ask? Well, they ram your car,
basically. Also, very rarely, you can see them used in a roadblock. Remember,
they are indestructible, so try not to hit them if you do see them.

  b. Police Methods

(((Box in)))

The box in method is used when you crash or are crashed. The police will
surround you completely so that you can't move. This is what a box in looks
like:

(((Rhino)))

This is when police send an SUV to ram you head on and stop you in your tracks.
Normally the SUV's will come in two. If they hit you, and there are no other
cops around, they will stick around and bust you.

(((Road Block)))

A roadblock is where the police set up vehicles so that you will hit the cars
and make you stop. Of course, there is a weakness to this. The sawhorse will
be put either in between a gap or in front of a car. This is the weak point.
Smash through it and you should get through. Oh, and another tip. Don't hit
vehicles on the engine side. The weight will stop you from going through (all
cops are front engine). Here's what some roadblocks look like... (the arrows
show which direction the car is facing)

(((Spikestrip)))

This is just like a roadblock, except there are spikes. If you run over the
spikes, then your car is immobile and the pursuit is over. Here are some
examples of spike strips...

(((Helicopter)))

The helicopter is a bad thing for you if you are trying to evade the cops. You
have to hide under a tunnel or keep the pursuit going until his fuel runs out.
In later levels, the helicopter will get more involved with the pursuit.

(((Rolling Roadblock)))

This is where two cop cars drive right next to eachother in front of you. They
will brake, and leave you stuck. Here's what a rolling roadblock looks like...

  c. When you get Caught

When you get caught, you're in a lot of trouble. All of the infractions you
have accumulated over all the pursuits you have gotten into are added up, plus
any infractions you broke on the pursuit you got busted on. If you get busted
three times, you get your car impounded. With a strike increase marker, you
can increase the number of times you can get busted and not lose your car by
one, a maximum of 5 total. If you cannot pay the fines you get, you also get
your car impounded. If you use a get out of jail free marker, your heat level
stays where it was when you got busted and your fines are postponed. If you
get caught again and don't have a marker, you still have to pay the accumulated
fines. Also, when your car gets impounded, it takes a while for the cops to
tell you what the price is. This price is normally steep. However, if you have
an impound release marker, you can release your car anytime for free and have
it just like it never was in a pursuit.


  d. How to get Away

Yeah, yeah, you know about pursuit breakers and slipping through traffic, blah,
blah, blah. Here's how I get away from the cops...

((Use a roadblock))

This may sound crazy, but if there's a roadblock on the road, go through it.
Remember, the cops aren't made of vapor. They will hit the roadblock just as
you will, and if you go through the sawhorse or go through an opening, then
you can get through clean and the cops will have a problem. This is especially
effective if a cop ahead of you rams the block, in which you use the
speedbreaker and get through the hole that car created.

((Spin a cop car))

Even if there are multiple cars on you, this still works. To spin a car, go
to it's tail end, and turn so the front end of your car is pushing against
the back end of their car. Now, one cop car should at least hit the guy you
just spun around. Hey, it's something! Plus, the impact from the cop hitting
the guy you just spun might knock both of them out! That's two! In other words,
higher than I can count! This is best used on thin roads.

((Spin Traffic))

This one is a little easier than before, but a little less effective. To do
this, use speedbreaker just before you pass a car, and just swipe his side.
Don't rear end him. Just swipe his side. He should spin around and cops should
hit him. This is best used on thin roads, and also more effective when the
cops are fairly far behind you. Why? The guy's traveling at a low speed, so it
will take him a while to turn! Oh, and they always turn when hit, so don't
worry about turning them.

((Slam their side))

This one is best used when you're being chased by one unit. Make a cop get
close to a wall. When you are a little bit ahead of him (and fairly close to
him), switch on speedbreaker and swerve to the side where the cop's at as hard
as you can. You should knock him into the wall and flip him, so it's pretty
much a guaranteed kill. If you miss, however you go straight into the wall, so
execute carefully. Also, do not use with many cops on your tail. With you in
the wall, the cops can easily bust you.

  e. Heat Levels

HEAT LEVEL 1: Here, they use standard cop cars. Very easy to take out, and
they just try to turn your car. No biggie.

HEAT LEVEL 2: Here, they use undercover cop cars. Harder to see from a
distance. Also, you may encounter a roadblock in this level.

HEAT LEVEL 3: Cars are upgraded to GTO interceptors. Roadblocks are more common
now. Also, SUVs are introduced here as rhinos or as roadblocking material.

HEAT LEVEL 4: Cars are now undercover GTO interceptors. Spikestrips are in
use now. Also, a helicopter will fly overhead watching the pursuit.

HEAT LEVEL 5: Cars are upgraded to Corvette C6 Interceptors. These things are
fast. Also, Cross comes in and joins the pursuit.

HEAT LEVEL 6: Unattainable by a standard chase. This level is reached at the
end of the game. Here, SUV's actually chase you like the regular cars do, Cross
is on you, along with a bunch of undercover C6's. The helicopter is present,
too.

HEAT LEVEL 7: I do not know much about this one (as I have never reached this
level), but I have heard about it. Here, they use turbocharged SUVs that are
faster than the C6 interceptors (O_O) along with being heavier. This is only
attainable in the black edition of challenge mode.

  f. Stupid glitches

Here, I will tell you about the stupid stuff that can happen in pursuits that
can make thirty minutes go to waste.

((Resetting))

If you reset your car in a pursuit with a cop somewhere near you, you get
busted automatically.

((Pursuit breaker near spike strip))

Be careful when using a pursuit breaker near a spike strip. Since the AI takes
over when you use a pursuit breaker near cops, it might just drive over the
spike strip, causing you to get busted.

((Not so clear getaway))

In later heat levels, if you crash or get crashed, and there is a fairly wide
space you could easily fit through, and your heat meter is about 3/4 full,
you can still get busted, even if you are moving.

  g. Infractions

Here are the infractions and how to get them...

SPEEDING- Travel at about 150-160 MPH. Make sure that a cop can see you going
that fast, so try this more in the later levels.

EXCESSIVE SPEEDING- Travel at about 170-180 MPH while being seen. Again,
attempt at higher heat levels.

RECKLESS DRIVING- Travel over 200MPH. Pretty much the only cars that can keep
up with you now is any car used from level 5 on up.

RAMMING A POLICE VEHICLE- Hit any police vehicle at a fairly high rate of
speed. Which means not at 5MPH.

DAMAGE TO PROPERTY- Hit traffic sighns, mailboxes, break glass, hit a pursuit
breaker, hit ANYTHING that won't stop you in your tracks or slow you down
a lot (meaning civilian cars, cops, and brick walls don't work) while a cop is
watching you.

HIT AND RUN- Hit any civilian vehicle and keep moving. Make sure a cop sees
you. Sideswiping is a good way to do this.

RESISTING ARREST- Get into cooldown mode. That's it.

DRIVING OFF ROADWAY- Go fairly fast on something that a civilian vehicle
really wouldn't normally go on. Construction sites, parks, sidewalks, etc.
Make sure the cops can see you doing this.

  h. Ultimate Cop Strategies

Here will be all of the ultimate cop strategies from glitches, to secrets,
to ultimate spots, etc.

((Bus Station Glitch))

Okay, you need bounty and time in a pursuit. Well, there's the bus station 
glitch. First, go to Rosewood and to the bus station. If you're facing the 
ramps, go up the left one going about 60mph. Once you are on the buses, brake 
and stay on. All of the cop cars will be ramming the buses, killing eachother, 
etc. and you will not get busted. If a car comes on the buses, you can try to
ram him off, or run for it. Normally, if you want to jump off of the buses
successfully, you need to get a little bit of speed. If things go sideways,
blow through the gas station a few blocks in front of you.

((Hickley Field))

NOTE: This is not to be confused with the football field on Rockport Highway.
Now, if you are in a pursuit, go to the college circle. Take one of the four
exits that twists in an S-like fashion. At the end of that, there should be
a stadium. Blow through it, using the two pursuit breakers. When you get into
cooldown mode, there's a hiding spot directly afterwards.

((Trailer Park))

Near Dunwich Village, there is a shortcut. This shortcut will take you into
a trailer park which has two pursuit breakers and a hiding spot.

((Hiding Spot))

If you're not in cooldown mode, you can still use a hiding spot. If the cops
are not directly behind you, a hiding spot often will send you into cooldown
mode. You then move out of the hiding spot and move back in to speed up the
process of cooldown mode.

((Blowout))

Look to the East of your world map. Now, you see the series of turns that look
like an 8? Look to the eastern part of that. There are two putsuit breakers
and a hiding spot in a construction area.

  a. Blacklist racer info

Often times, when you are racing a blacklist racer, they race like a robot. The
personality in their bio often times does not come into play in an obvious way.
Although, they do know shortcuts. If they miss one, then they probably
overturned a turn. Sometimes they just miss it for no reason, but meh. Also,
on certain turns, some opponents spin out. You get more money for these races,
but they are also longer and have harder opponents. 

Here are the things you can get with the markers after you beat a blacklist
racer:

*Impound Release Marker: Releases any car you have impounded for free.
*Increase Strike: Increases the maximum amount of times you can get caught by
the cops and not get your car impounded.
*Extra Cash: Gives you a chosen sum of money to spend.
*Get out of Jail Free: Lets you get out of a pursuit without paying fines.
*Pink Slip to rival's car: Choose this and you get the car your opponent was
driving.
Unique Part Upgrades: Redeemable for a body enhancement.
Unique Performance Upgrades: Redeemable for a performance enhancement.
Unique Visual Upgrades: Redeemable for a visual enhancement.

See those with stars next to them? Those are bonus markers. You don't see what
they are until you use one of your two choices. There are six markers total,
and, as said before, you get two picks. You can always get the car, but the
others are interchangeable with different blacklist members. You also get money
for winning the races, and you unlock cars to buy and upgrades as well.
Sometimes you unlock a different borough.

  b. Walkthrough

Blacklist #15: Ho Seun (Sonny)
Ride: VW Golf GTI
Strength: Circuit Races
Bio: This here is Sonny. He's dumped a whole lot of cash into his car. That
ride is worked so don't be fooled, it's a rocket. He does anything he can to
get a hold of parts before they hit the streets.

TARGETS:
Race wins: 3
Milestones: 3
Total Bounty: 20,000

RACE 1:
Circuit
Ironwood Estates
1,500$ cash reward
Little chance of cops
2 laps
6.8 Miles

Really easy. Take the two short cuts to your left at the start of the race
and also take that shortcut straight ahead after you get off the highway and
you should win easily.

RACE 2:
Sprint
Diamond & Union
1,500$ cash reward
Large chance of cops
1 lap
5.6 miles

At the start, take the short cut through the aquarium, and if you run into the
cops, don't fool around with 'em. Just finish the race.

RACE 3:
Lap Knockout
Hickley Field
1,500$
Little chance of cops
3 laps
8.1 miles

THe most straightforward course over. No shortcuts, but do watch out for a
partial roundabout turn at the beginning. Take that slow. Otherwise, easy race.

  a. Free Roam

Just driving around. Use free roam to go to shops and stuff. You can also go
to race markers in the city, get in a pursuit if you have been a naughty boy,
or you can always blow through a speed trap. I mostly use free roam for driving
practice.

  b. Races

Races. One of the things you need to do to beat a blacklist rival. These are
also used for challenging a blacklist rival. There are different kinds,
described here:

((Circuit))

There is a pre-mapped track in which the start point and the end point meet
and there is a track that you can go around. You go around this track two or
more times.

((Sprint))

You go from point A to point B as fast as you can.

((Lap Knockout))

Kind of like circuit, but each time you pass the finish line for a lap in last
place, then you get knocked out of the race and lose.

((Speedtrap))

Kind of like sprint, but there are speedtraps in the middle of the race
(detected by an orange radar symbol on your radar). Once you pass a speedtrap,
it records your speed as you pass. At the end, the person with the highest
speed from all of those speed traps added together wins. You do not have to
cross the line first to win. However, if you don't, then you start to lose
points after the first person crosses the line. Same goes for the AI.

((Tollbooth))

Kind of like sprint, except you have to go from one tollbooth to another in a
limited amount of time. If you take more than you are alloted, you lose. If
you take less, then the bonus time you have left is added to the time you have
to get to the next booth.

((Drag))

This is where racers are lined up on a starting line. You accelerate, and try
to reach the end first. However, you don't have to steer. The game steers for
you. All you have to do is change lanes using the D-pad. Although, you have to
shift manually, no matter what. So, if you forget to shift and your engine
overheats or you hit traffic fairly hard (I have continued the race after
hitting traffic), you are knocked out of the race.

PLEASE NOTE: There is no Street X or Drift races.

  c. Milestones

These are specific Milestones you have to do in order to challenge a blacklist
racer. These are specific to every racer, and each increases your bounty. There
is only one kind of milestone that isn't a pursuit milestone. Here are the 
milestones...

((Speedtrap))

You have to pass a speedtrap going a certain speed. This is the non-pursuit
milestone. Shown With a camera taking a picture.

((Infractions))

You have to commit a certain number of infractions. Info on infractions in the
cop section. Shown by a cop kar with a badge near it.

((^Pursuit Time))

You have to be in one pursuit for a certain amount of time. Shown with a clock
with an arrow pointing up.

((vPursuit Time))

You have to get out of a pursuit before time runs out. Shown with a clock with
an arrow pointing down.

((Tagging))

YOu have to damage (or ram, or touch) a certain amount of police cars. Shown
with a cop car with a line through it.

((Roadblock))

You have to dodge a certain amount of roadblocks. Shown with a dashed line
through a cop car.

((Spike Strip))

You have to dodge a certain amount of spike strips. Shown with a car over
spikes. Dodging a spike strip counts also as dodging a roadblock as well as
dodging this.

((Cost to State))

Just destroy stuff and break stuff and crash into cars and use pursuit
breakers and all that good stuff. Shown by a coin floating above a piggy bank.
And no, you can't steal the piggy bank. I've tried. >_<

((Bounty))

Get your bounty high enough by hitting other milestones in the pursuit,
immobilizing other cop cars, and lasting out the pursuit. Shown by a big,
striped badge.

  d. Bounty Challenges

Bounty is a way of the blacklist tracking how much lawbreaking you do. Now,
you have to hit a certain bounty in order to challenge a blacklist racer. There
are county challenges for a blacklist racer, and I will present them to you:

If you're looking for trouble, this is the hornets nest. There are always cops
coming in and out of the station.

ROSEWOOD FIRE STATION
Frequent race activity near the fire halls have made the cops increase their
patrols of these areas. The surrounding roads are great for racing and chasing.

FOREST GREEN COUNTRY CLUB
The city and the police department are protective of their Country Club. If you
decide to check it out, make sure you can handle your ride off road.

DOUGHNUT SHOP (of course)
The coffee shop is a likely place to find the cops, and they don't like being
disturbed when they're out on a break.

OCEAN HILLS POLICE STATION
This is a great location to catch some big air, and the cops are always on the
lookout for reckless drivers.

OCEAN HILLS FIRE STATION
Frequent patrols make this a hotspot for cops. Make sure the bridges and 
tunnels are clear before you take a crack at this one.

CAMDEN PENITENTIARY
You have to be a bit crazy to try this one. Not a lot of ways out and plenty of
cops to shut you down.

DUNWICH VILLAGE
Don't be fooled by the nice surroundings. Cops out here don't lay back when it
comes to racers. You might regret taking this one on.

-----ROCKPORT BOUNTY CHALLENGES-----

ROCKPORT POLICE STATION
The downtown cop shop offers a maze of tight turns and quick sprints. Now
there's also a mention of some sewer short cuts you can use when things start
to go sideways.

ROCKPORT FIRE STATION
Only check out this older part of Rockport if you're looking for trouble. Just
like the Fire Halls in Rosewood, the cops have this area staked out for racers.

RIVERFRONT STATION
Now here's a spot that will get you to your top end fast. Use the highway to
open it up and see how long you can keep it going.

Century Square starts you off in downtown Rockport and lets you take things
wherever they lead you.
