If your one of those people who likes to roam around in Coney without any unwanted attention here is some thing for you:

1:First you'll have to unlock the handcufs by doing the coney stalker mission and once you've done that whenever a cop shows up just arrest him with them and no more cops will show and then you can just roam free

2:When somone goes to alert the police simply arrest them and then no one else will so you can just free roam.

(Its always a good idea to roam with as many warrioirs as you can because if you hit or mug a woman then some people will attack you, this is less likely with other soldiers)
