I need to defeat the villians in order to get to Darius' Penthouse and I know how to do it but I can't find them anywhere.
There's only a few left that I need to defeat, I wait in the right district and they never come.
Where can I find them?

Just simply wait in that district and act like you don't need to.
When they do come, you should know that it says in the top screen.
The villians usually show up "in the afternoon." Around 1:00pm till about 2:30pm by the clock in the game.
