Question for Spyro: Enter The Dragonfly

In Cloud 9, how do you get to the gems on the roof of a building to the right of where you start without a whirlwind thing underneath it?

Also, is there a cheat for the tank challenge in Honey Marsh?

Climb up to the very top of the clock tower, and then fly to the right, and you should land on top of the building with the gems
