I have beat the mastmind and his bully. I got all of the tokens too. Now it says that I can go anywhere that I want to finish getting all of the snack. Does anything happen once I get all of the snacks? Or is the game over?

Both of your solutions are correct. You unlock special items in the Monster Gallery; but unfortunately, the game is done once you have all of the snacks. If you like Scooby-Doo games, I recommend Scooby-Doo Mystery Mayhem (PlayStation 2) and Scooby Doo and the Cyber Chase (PlayStation).
