Go to the carpark in portland near the bridge and sometimes thay are there

drive around down by the JD's club and the Spray n' Paint spot or keep doin some missions until you have to race one it depends how far you get through the missions for what ever his name is it starts with a V at the very beggining about 4 or 5 missions in you should be raceing against someone in a thunder rodd.

After that about 37% in the game i blew mine up in the mission i think

Somtimes a Thunderrod is spawned in a car park in the middle of staunton island sorry I have forgotten the exact location but keep looking for a smallish outdoor car park in the centre of staunton.

Go to the police station and head south. After a while the road cyrves to the right to a crossroads, go straight on into the carpark and the thunderrodd is the hatchback with the flames on the sides.

There right in the parking lot by the basketball court if it isnt leave for a few seconds come back if that doesnt work take the other car in the parking lot and then come back in a few seconds

Guys.
It has been a problem for many to find thunder-rodd.many say that you have to get this car when doing your 3rd/4th mission when you are racing Grease and it's impossible to get it afterwards.well it isn't.
As above stated it can be found near old school parking near bridge in Portland Island(you know the location).If it's not there(and mostly it's not at the first time),just do any small mission nearby.I myself did the red light racing mission in Chinatown(just did it, came 3rd and lost the race but it doesn't matter)
Then I returned to the old school parking lot and it was there.white car with flame graphics.I took it by ferry to Staunton.trust me it spawns for sure,the car just likes to tease you I guess...

I was in staunton and went over the bride in a patriot, when I got to the car park near the bottom of the bridge it was there
