How come I pick up weapons, but when I die or get "busted" I lose all my stuff?

You will always lose your stuff when you die it's in all the gta's and it is realistic cause in real life they take your weapons!
Thats how it is only in GTA SA and GTA VCS when can keep weps after beaning busted in GTA AS you have to date BARBRA and KATIE in GTA VCS they alway appear and you have to brib then back $2000
This has been the case with every single GTA that I am familiar with, and personally, I don't think it's fair either. But to answer your question it is not a glitch in your game, it's just part of the game itself. Sorry. I suggest you get yourself familiar with the weapon cheats. That seems to make up for this little problem quite nicely.
This is normal, when you die or get busted you lose your weapons and have to pay a fine. I think that if you complete the vigilante and the ambulance missions you will not lose your weapons or have to pay a fine but i'm not sure !!!
It's normal for all Grand Theft Auto's. This happens because it's more realistic. But in Vice City Stories you can bribe them to get your weapons back.
