If you are having trouble defeating Volgin face to face then gather some of the RUSSIAN GLOWCAPS you have in your backpack and throw them at him.

Each piece of the illuminescent mushroom will restrain Volgin's most powerful electric attacks so that you could take advantage of that and defeat him pretty fast.

To thrwo the glowcaps at him go to the backpack, weapons menu, select the glowcap, and then press square to throw it.

p.s. After one of Volgin's attacks fails due to the glowcap's power shoot Volgin...

If you are using the Mk22 once you hit volgin keep shooting him because he is going to try and punch you sometimes and while he walks towards you, there is plenty of time to take him down before he reaches you.
