You can't unlock the perks but you can pass them along to other resident sims so that those sims don't have to learn them on their own.

So, to get all the business perks you first have to have all the cheats enabled. Boolprop testingCheatsEnabled true. Once your Sim is at their business, SHIFT+LEFT CLICK on the owner. CLICK DEBUG Interaction. There are 3 things to choose from: Cheer Up, Give Influence Points, and Give Rewards Points. Click "Give Rewards Points". You can do this a few times to get as many points as you need to gain all Business Perk Points. Go to the "Pick a Business Perk" (where the ranking is shown for your business), and click all the options. I can't remember if you have to hit SHIFT or CTRL, but keep clicking (even if they aren't highlighted), and you should have them all. I'm sorry that's so long; it's actually quite easy. I hope it helps.

Type in boolProp 'testingcheatsenabled'without quatation marks. Then shift-click on the owner sim. Click on DEBUG INTERACTION. Then click on GIVE REWARD POINTS.Go now to Bussienes perks, next just click on however many you want.

I know a lot about the sims, I tried it and they are right, if you need help with the sims at all just say, shaod, any sim cheats? Otherwise I wont know you mean me, I also do obliivion, reach, halo 3, and some other things, but I'm best with the sims 2.
