The boat is not slow. Just learn to drive it properly.
Disable frame limiter in display settings.
You have to change your phone settings to 60Hz. It's probably set to 120Hz because it helps your screen movements look more vivid and fluid.
I was having the same problem and tried everything from turning frame limiter off, lowering resolution, decreasing draw distance. None of that helped, but changing to 60 Hz did the trick.
