There is a random pedestrian that has been replaced by a dog in the game, so you can just the recruit pedestrian cheat code to recruit dog dog. This is really hard to do though as he could be anywhere!
Alternatively, for PC players you can try to get one of the Dog Mods that are available on the internet, this video discusses what you need to get the Dog Mod working in San Andreas for the PC:
So apart from being really lucky and finding the dog that has turned into a pedestrian and recruiting him, or using a mod, there is no cheat code to get a dog in San Andreas.
