You can get the Flower for your Garden from the Garden Store. Another way to access it is from Store ~ Mystery Store ~ Coin tab. The items inside will change regularly and you can refresh it for a limited time. Another way to get flowers is to crossbreed it.

Note: You will be able to get more rare flowers and tools for your garden as you continue to level up your Flower Book.
