To get beef you have to buy one of the two choices of cattle. The Limousin Cattle, which costs 1,600 coins. The Charolais Cattle, which costs 25 RC (Ranch Cash).
To get the beef from the cow you have to feed it pasture, and it takes about 1 min. To finish eating one plant and the process of the beef. After that min. You can take the beef off the table and give it to the dog or what ever you need it for.
To get beef, buy a limousin cattle or a simmental cattle and then plant and feed it pasture
Plant and harvest pasture. Get a limouse cow and place it. Feed the limouse cow pasture by clicking the trough in front of it. Wait. Eventually on the left of it will be beef.
