Can't shoot helichoper

Am in a speed boat and heading back to the ship and can't shoot at the heliochopper

ITS BECAUSE YOUR USING THE WRONG ROCKET YOU HAVE THE ONE THAT SHOOTS OUT AND UP SO IT HITS THE DECK, OR YOUR NOT KEEPING SITES ON CHOPPERT UNTIL THE ROCKET ACTGUALLY HITS
