The easiest way to do this is to take over the Japanese village, move your creature near the dogs, then cast a teleport miracle near the creature and near the bear. You then tell your creature to go through the teleport and then use the leash that makes your creature angry and leash it to the windmill. He'll trash the windmill and free the bear.
