First go to a bust stand and travel to restaurant district and use the super strength to put the box at the right of you and jump above it try going straight at last you will reach rock bottom and you will see flying dutchman and talk to him

If you have a DS you jump on the dude with little red bubbles around him then you press and hold y to collect the dirty little red bubble. ;)

Firstly, go through the jelly fields into the kelp forest. Go until you reach the orange power pad and activate it. Move forward util the elevator and press O for you cannot jump whilst carrying a box.. Next jump on the elevator as the box take it in hand and release it with O again and again jump inland and break the wall by pressing L. Go back through the top of the elevator which means that you have to kill the tow bubble person. As you go through the top, you will see a buble that you have to water bubble to open another gates behind the orange power pad. So go back activate the blue power and go back through the top and shoot it. Then the other gates will open.
