PLZ HELP !! I have done all the missions and now on the rep but I can't get the 10 rep points I have 9 and can not get the other 1 xx how do I get it x

I to can never get my rep group to 10 it's always at 9 I guess. Talk to Luther Bibbucks when you get 6 rep points.
