You don't get it back because when you beat the WHOLE game credits well go to the screen and you get a letter saying the town is urs (i own the town!)

iguess u don't get the car back. but u do see it on the street when ur on top of the hotel after defeating Optimum Alfred. After u r on the building the credits. Why do u care about the car anyway?
