Any tie that you see a Pokemon in the wild, you have a 1 in every 8192, or 0.0122% chance for it to be shiny. The best thing to do is assume you aren't going to get one, or if your determined, grind until you do. Or you could just use an action replay.

Matter of pure luck, there's a breeding trick that's supposed to make it more likely (Something with a foreign Ditto or something) but it would be easier for you to get one through a trade
