You need poke flute on your radio then play it by the snorlax then press the a button

Once in Kanto, you need to travel to Lavender Town and visit the radio tower there. Inside, there should be a man giving away EXP cards that will put the PokeFlute on your PokeGear's radio. Just acquire that and go to the Snorlaz. Play the song near him, and he should wake up.
