you have to exit the cave without an escape rope, but claire will stop you, after she talks to you go back and you will get a dratini!

As the guest said, you must leave the temple, head outside of the cave area (up the ladder) after talking to Claire. Once you do, head back in the Dragons Den, and the Master will say something completely different now, and give you a Dratini. If you answered properly (getting an "Oh, I understand" after each question), then you'll receive an Extreme Speed Dratini .

I found a lot of them, just use surf. there's a lot of them in the water
