I went to cinawood pharmacy and the man wasnt selling the secret potion. How do I get it? Thanks

as far as i know you need to go to the top of the lighthouse in olivine city and speak to the person at the top and she will say that the pokemon that lights the lighthouse is ill and she asks if you can go to the pharmacy in cianwood city and get the secret potion.Once you have got the secret potion go back to the top of the lighthouse and give it to the pokemon that is ill hope this helps

The only thing I can think of is you failing to climb to the top of the lighthouse before traveling to the city across the sea. Unless you talk to the gym leader at the top first, you won't have anything to request of the man at the medicine shop.
