A: Rebattle trainers
1. Go in and out from a house until your pokegear rings.
2. If it's someone who want to battle go to the route he sad and battle him.
Hint: It's a good idea to remember witch trainer class the person to rebattle is. This will make it easier to find him/her.

B: Redo the Pokemon league
1. Go to the Pokemon league with the Pokemon you want to level up.
2. Beat the Pokemon league.
Hint: If you have a level 100 arceus or so it's a good idea to use him.

C: Wild pokemon
1. Go to Mt. Silver.
2. Search for a wild Pokemon and battle it.
Hint: You must have beaten all the kanto gym leaders.

I hope this helps.
Another hint is to have the Pokemon to level up first in your party and give it a ExpShare and first thing you do in battle is to change your Pokemon to a high level pokemon.

If you don't have done the pokemon league yet, try to find a place with so high lv pokemon as possible, like route 26.

Go to victory road, it tests trainers and I find it to be a good training ground.

Well, I suggest equipping your Pokemon with Lucky Eggs, though they are very hard to find. They nearly double your experience. Then I suggest training at Victory Road or Mt. Silver, and then when your Pokemon are strong enough, take on the E4 to train. Hope I helped!
